COMPREHENSIVE PLANNING 101
The City of Weldon Spring, MO is excited to begin the process of preparing a new Comprehensive Plan for the community! Last updated in 2015, the Comprehensive Plan serves as a guide for decisions affecting Weldon Spring's future.
We are excited to begin this planning process and work with residents, businesses, and property owners to help shape Weldon Spring's future over the next 20 years.
This webpage will be updated throughout the planning process, providing opportunities for residents to view progress, participate in online engagement activities, and learn more about the Comprehensive Plan.
We encourage all residents and stakeholders to participate throughout the planning process.
What is comprehensive planning?
Comprehensive planning studies a variety of aspects of a community to understand strengths, weaknesses, and opportunities, to identify community priorities and develop a vision for the future. A comprehensive plan becomes a guiding policy document that outlines goals, principles, and priorities to aid elected and appointed officials, as well as staff, in decision making for many years to come.
Why do communities create comprehensive plans?
Missouri Municipal Code (§ 89.340, RSMo) gives the city or village planning and zoning commission the authority to prepare and recommend a comprehensive plan for the present and future development or redevelopment of the incorporated area of a municipality.
How is a comprehensive plan created?
Typically completed over a 12-month period, the planning process includes:
• Existing Conditions
• Public Engagement
• Goals and Objectives
• Future Land Use Map
• Implementation Strategies
Will there be opportunities for community members to contribute?
Yes! There will be a number of ways that the public is invited to contribute to the planning process. As the phases progress, pop-up events will be announced where the community is invited to share their expertise and provide feedback.
City staff will also engage with residents and stakeholders through neighborhood meetings, public events, and other outreach opportunities.
We encourage participation from residents, businesses, property owners, and anyone with an interest in Weldon Spring's future.
Process & Timeline
The Comprehensive Planning Process takes place across multiple phases held over several months. Each phase helps to build the foundation for the final plan, ensuring a plan that is thoroughly researched and informed by community input.
Phase 1: Existing Conditions
May - August 2026
The project team will collect and analyze a range of data and information, including reviewing existing plans, regulations, policies, and programs; studying demographic and market trends; and assessing physical conditions.
Phase 2: Land Use Planning
September - December 2026
The team will work with the Steering Committee to identify parts of the community that have experienced significant change in recent years or might need additional planning. The team will work to create strategic land use and development scenarios to study the impacts of desired change and consider different paths for the future.
Phase 3: Objectives & Key Results, Plan Development, and Adoption
January - April 2027
The Objectives & Key Results will serve as the framework for the Comprehensive Plan document, detailing how broad goals that comprise the community’s vision can be achieved over the next 20 years with actionable implementation steps.
